On The Arthur Show, there is an episode where Binky had a problem with his split pants, and it reveals he has underwear. Mr. Ratburn says YES YES BINKY IS WEARING UNDERWEAR LIKE ALL OF YOU ALSO.

The only other person that seems to understand, besides Buster ( BARELY ) is The Brain / Alan ... who unintentionally backs Arthur to a corner, and Binky because of his own incident. Everybody else laughs except for Arthur ( for the first time ) and Binky, and The Brain, and the cafeteria manager that keeps a sewing kit in the kitchen.
